From the City of Waco (3/9) - As State of Texas guidelines have changed regarding the wearing of masks in public spaces, the City of Waco will continue to require mask usage in city facilities and on city property as part of COVID-19 safety protocols.

Governor Abbott's Executive Order GA-34 becomes effective, March 10, 2021. Under this order, Governor Abbott's statewide mask mandate and occupancy restrictions are lifted and local orders are preempted; however businesses and other establishments may continue to require employees or customers to follow additional hygiene measures, including the use of a face coverings.

The City of Waco will continue implementing COVID-19 precautions and protocols, including mask requirements and occupancy restrictions, within City-owned facilities and on City-owned property.  (Note: the Health District is a City of Waco facility.) City facility closures will remain the same. Please continue to utilize online services available through the City of Waco website: waco-texas.com.

The City is in the process of developing a procedure for approval of private events to be held on city-owned property; we will work in conjunction with both the event producers and the medical community to determine objective standards for events. More information will be available soon.

Many businesses throughout Waco will be making difficult decisions about their operations under the new executive order. We appreciate your kindness as local businesses make decisions about the best way to follow the order and protect the health and safety of their customers and employees.

CDC currently recommends a quarantine period of 14 days. Based on local circumstances and resources, the following options may be used to shorten quarantine time and are acceptable alternatives.

  • Quarantine can end after Day 10 without testing and if no symptoms have been reported during daily monitoring.
    • With this strategy, residual post-quarantine transmission risk is estimated to be about 1% with an upper limit of about 10%.
  • When diagnostic testing resources are sufficient and available (see full text at the link below), then quarantine can end after Day 7 if a diagnostic specimen tests negative and if no symptoms were reported during daily monitoring. The specimen may be collected and tested within 48 hours before the time of planned quarantine discontinuation (e.g., in anticipation of testing delays), but quarantine cannot be discontinued earlier than after Day 7.
    • With this strategy, the residual post-quarantine transmission risk is estimated to be about 5% with an upper limit of about 12%.

In both cases, additional criteria (e.g., continued symptom monitoring and masking through Day 14) must be met and are outlined in the full text here.
